Well, as I was told, the original reason was the lack of decent refrigerated transport meaning that the milk arrived off. That is no longer an issue now, though, and I was told Hershey's deliberately allow the milk to turn. Once fridges turned up, they tried making it with on milk, and the great American public complained that it didn't taste right any more. I may have misunderstood though.
Even in hot weather here I've never known chocolate go off post manufacture. Even when it's melted and set again, it goes white but it doesn't taste like that.
