An apology means nothing unless it comes from a person. It is an expression of feeling and emotion, sympathy and remorse, which cannot come from a machine.
Rarely do I like the word 're-education,' but I'd force the makers of automated announcement messages into re-education camps for the sake of their souls. If the train is late, announce it mechanically if you must, but don't apologize because while information may be neutral, apologies may not be.
