They do ? Not something I've really considered. I know I was scared of some forms of morris team when I was small, but they were the big yelling ones, not the normal hankywaving sort.
Never found the morris men scary when I was young. This could be because they used to have people in far less benign get-up along with them, who were far more scary! (Exactly what they *were* has of course blurred somewhat - I suspect Lion & Unicorn, the sort that have heads go round and snap jaws in small children's faces! - wouldn't have been the Poor Old Horse (http://www.folk-network.com/miscellany/christmas/luck-visiting.html#horse), because that's in winter - those much the same level of scaryness for small children!)
